ECC's mission is to support the education of families and caregivers as primary caretakers and first teachers of young children; the provision of appropriate prenatal and early childhood health care; and the accessibility of high quality, early childhood education so that all children will enter school ready to learn and maximize their learning potential through the three focus areas of Building Brighter Futures for Broome:

  • Healthy Children – The health department promotes preventive health practices in child care sites and child-serving organizations.
  • Effective Parenting - Binghamton City School District and Lourdes PACT offer free home visiting and parent education for families of children, prenatal to kindergarten entry.
  • Quality Child Care and Early Education – Broome Community College's Caregiver Connection and the Family Enrichment Network provide mentor teachers and coursework to staff of infant/toddler child care centers and family child care homes.

Building Brighter Futures For Broome (BBFFB)

Broome County's Healthy Families New York Program offers home visiting services to families expecting a baby and to new parents residing outside the Binghamton City School District. The home visitor helps parents develop strong, positive relationships with their child/children by promoting an understanding of childhood growth and development. Additionally, the home visitor supports parents in achieving their goals by providing referrals to various resources.
