The work involves responsibility for the administration of the Broome County Department of Public Works which includes the divisions of Highway, Administration, Engineering, Security, Sanitation (Drainage, Sanitation, Water Supply), Buildings and Grounds, and Parks, Recreation & Youth Services. Work is performed under the general direction of the County Legislature and County Executive or the Deputy County Executive with wide leeway allowed for the exercise of independent judgement in carrying out the policies and objectives of the department. Administrative supervision is exercised over the work of all department employees.
The Commissioner shall be appointed on the basis of his administrative experience and his qualifications for the duties of the office. *In accordance with Article IX (A901) of the Broome County Administrative Code and (C901) of the Broome County Charter.
SPECIAL REQUIREMENT: Incumbents in this position are required by the County Legislature to reside within the County of Broome, OR an adjoining county (TIOGA, CORTLAND, DELAWARE OR CHENANGO) at all times during their employment in the title.
Professional Engineer preferred.
SPECIAL NOTE: Incumbent is designated as an Emergency Operations Center staff member by the County Executive.
The work involves professional and administrative responsibility for directing a County Real Property Tax Service and Appraisal Department for City
and Town Assessors and the County Equalization Agency, providing accurate, timely information and advice on real property appraisal,
equalization and assessment. The Director is the Recording Officer and Enforcement Officer of the County of Broome, and acts as a
Property Appraiser of Social Services. Work is performed under the general direction of the County Legislature or appointing authority
and is subject to general review by the State Board of Equalization and Assessment. Supervision is exercised over the work of appraisal, technical and clerical staff.
MINIMUM QUALIFICATION STANDARDS FOR COUNTY DIRECTORS:
20 New York Codes, Rules and Regulations (NYCRR)
The minimum qualification standards for county directors whose term of office begins on or after October 1, 2013 are:
1) Graduation from high school, or possession of an accredited
high school equivalency diploma; AND
Eight years of satisfactory full-time paid experience in an
occupation providing a good knowledge of real property values and the principles, methods and procedures required for the assessment of real property for tax purposes, such as assessor, principle in an appraisal firm, director of a mass appraisal project, administrative position in the office of real property tax services or real property tax agent. As part of the foregoing work experience or in connection with any other work
experience, candidates must have had at least three years of full-time paid administrative experience involving the responsibility of planning, organizing and directing a work program; or
2) Graduation from an accredited two-year college and seven years
of the experience described in paragraph (1) of this
3) Graduation from an accredited four-year college and six years of the experience described in paragraph (1) of this subdivision; or
4) An equivalent combination of the education and experience described in paragraph (1) of this subdivision, subject to the following:
(i) One year of graduate study may be substituted for one year of the foregoing experience. No more than two years of graduate study may be applied as a substitute for the foregoing experience; and
(ii) In no case shall less than four years of experience in an occupation providing a good knowledge of real property values and the principles, methods and procedures required for the assessment of real property tax purposes
The Director of the Office of Management and Budget is the chief fiscal officer of the County and has charge of the administration of all its financial affairs. The Director performs all the duties, including but not limited to the collection of taxes required by any law to be performed by a County Treasurer. The incumbent prepares and defends the county budget, monitors and enforces the budget, manages both the county’s cash on hand and debts, levies and collects taxes, and performs other duties related to the
distribution and management of county finances. The position exercises functional and direct supervision over department staff, projects and internal functions. Work is performed under the general direction of the County Executive or designee with wide leeway allowed for the exercise of independent judgment in carrying out the policies and objectives of the department.
(1) Graduation with a bachelor's degree from an accredited college having a four-year program, with major work in accounting, together with four years of experience in the
accounting field, two of which preferably with a municipality;
(2) Graduation from a standard senior high school, together with eight years of experience in the accounting field, two of which preferably with a municipality; or
(3) Any equivalent combination of experience and training indicating ability to do the work.
