Assistant County Attorney position for Broome County Law Department. Responsibilities include primarily representing the County in Family Court for JD and PINS matters, some opportunity for handling litigation in State and Federal Court, contract drafting and negotiations, and advising various County departments. This is a full-time position. The applicant must be an admitted attorney.

Broome County is seeking an experienced professional to serve as the Deputy Nursing Home Administrator for Fiscal Services at Willow Point Rehabilitation & Nursing Center. The position involves responsibility for overseeing the maintenance of financial and payroll records, preparing financial reports, and developing and maintaining the fiscal and operating affairs of the Willow Point Rehabilitation & Nursing Home.

The successful candidate must have a thorough knowledge of the principles and practices of modern public governmental fiscal administration, including auditing, accounting, and fiscal management.

Broome County is seeking an experienced Comptroller to head the Department of Audit and Control, which consists of five operating units: Internal Audit; Accounts Payable; Accounting; Weights & Measures and Assigned Counsel. Broome County is organized as an executive form of government with a 15-member legislature. The Comptroller, who serves as the County’s Chief Accounting and Auditing Officer, is appointed to a four-year term by the County Legislature. Broome County has a rigorous and professional internal audit program. The unit is staffed by two certified professionals. The Comptroller directs all aspects of the program, including risk assessment, audit planning, development, supervision and reporting. The Accounting Unit is responsible for the independent reconciliation of all of the County’s 58 bank accounts. The Accounts Payable Unit is tasked with auditing and approving for disbursement all County payables, which averages 600-800 instruments per week. Weights & Measures is responsible for the annual inspection and testing of all commercially used weighing and measuring devices. This includes everything from pharmacy scales to tractor trailer sized platform scales and everything in between, along with gas pumps, fuel trucks, etc. Our Assigned Counsel Unit is responsible for administering the delivery of legal services to indigent clients in family court and for paying all of the bills for indigent services provided in both family court and criminal court. To be considered for appointment, a candidate is required to have a four-year degree in accounting and at least four years of experience in responsible accounting or auditing work. Certification as a CIA or CPA preferred. Proficient knowledge of GAAP, government accounting and auditing standards, quantitative methods, risk assessment and management principles and practices is required.

Broome County is seeking an experienced professional engineer to serve as the Department of Public Works Deputy Commissioner of Engineering. The Deputy Commissioner is responsible for supervising the County engineering staff who manage the design and construction of all Broome County engineering projects under the jurisdiction of Public Works. Additionally, this position consults with and advises the Commissioner, Budget Director, and other County officials in determining which capital and non-recurring repairs and replacement projects best meet the needs of the County.

The successful candidate must possess NYS PE license, and thorough knowledge of civil engineering practices and principles, with preferred experience in both design and construction administration. A good working knowledge of budgeting and financial record keeping, personnel administration, supervision, and administrative practices and controls are critical. The candidate must possess the ability to work cooperatively and effectively communicate with department staff, other department managers, and members of the public.

Broome County is seeking a Deputy Personnel Officer to work with the Personnel Officer in directing the daily operation of major organizational and program components of the Broome County Department of Personnel and assist in the negotiation of labor contracts with various bargaining units. The Deputy will promote union/management relations and assist individual employee with job related problems.

Applicants must possess a Bachelor's Degree and four years of public personnel experience, two of which must have been at a managerial administrative level.
