Preston Outlines Details of Comprehensive Plan

Broome County Unveils Details of Comprehensive Plan


Binghamton, NY – Broome County Executive Debbie Preston, along with the County’s Department of Planning and Economic Development unveiled details of the recently finished Comprehensive Plan.

It’s designed to meet the needs of the community over the next 10 years.

“This was a very in depth study, looking at how to make BroomeCounty even better for its residents in the years to come,” says Broome County Executive Debbie Preston.  “We are excited about this plan and hope to start implementing some of its suggestions as soon as possible.”

The Comprehensive Plan benefitted from the input of two dozen stakeholder groups, over 1,000 survey respondents, numerous business leaders, and the community at a series of meetings early in the process.  

"Community involvement was critical to preparing the plan.  We used many of the ideas we heard, and we’re excited to present the draft plan,” says Chief Planner Frank Evangelisti.

The nine goals of the plan are:  


  1. Making Broome County an Inviting Place To Live, Work, and Play
  2. Engaging Our Students and Young Professionals
  3. Taking Pride in Our Urban and Village Centers

  4. Taking Pride in Our Scenic Beauty

  5. Investing In Our Legacy Sites

  6. Making a Commitment to High Standards in Services

  7. Making a Commitment to High Standards in Building Design and Renovation

  8. Becoming More Resilient

  9. Investing In Our Workforce, Entrepreneurship, and Innovation

The Broome County Legislature must adopt the plan before it goes into effect.  They are expected to do so at the next meeting which is tomorrow night, December 19th at 5:00 pm.
