County Executive Issues Statement on Comptroller's Audit Report

Statement from Broome County Executive Jason Garnar 

“First and foremost, I want to thank New York State Comptroller Thomas DiNapoli for compiling this report on Broome County’s financial condition. Legislature Chairman Daniel J. Reynolds and I requested this audit from the Comptroller’s Office.  

The report released today confirms what I’ve known to be true since I took office as County Executive in 2017: Broome County was in a large, financial mess and had an insufficient fund balance. $250,000 on a $370 million budget is dangerously low and unacceptable. 

My Management and Budget Director Jerome Knebel and I are committed to building up the county’s fund balance to a more acceptable level. An acceptable level is being able to pay the county’s bills. Our fund balance should be sufficient to cover an emergency like the snowstorm last March.  

My 2018 budget, approved unanimously by the Legislature, gets us on track to a better financial situation because for the first time in years, the county’s budgeting was done realistically and conservatively. I look forward to working with Chairman Reynolds to develop and implement a long-term plan to prevent depleting fund balance to these low levels again.”
