Sell/Lease Task Force Delivers Final Report To County Executive Debbie Preston & Legislature

Broome County Executive Debbie Preston and Legislator Dan J. Reynolds (R-Vestal) today received the final report from the Sell/Lease Task Force. They were joined by Legislators John Black and Matt Pasquale.

“I formed the Sell/Lease Task Force to take an objective look at our Airport, Arena, Forum, Landfill and Nursing Home,” said Broome County Executive Debbie Preston. “The Task Force has done a thorough job exploring the options and I’m grateful for their hard work and recommendations.”

"On behalf of the entire Legislature, I want to express our appreciation for the many hours the volunteer members of the Task Force put in over the past several months to review our County facilities and explore how we can do better at providing services to Broome County residents," said Legislator Dan J. Reynolds (R-Vestal). "In the coming months, we look forward to reviewing and discussing the recommendations contained in the report."

“The Sell/Lease Task Force worked diligently and engaged in principled debate as we studied these facilities over the last five months,” said Sell/Lease Task Force Chairman Matt Vitanza. “Our Final Report is an important tool for the CountyExecutive and Legislature to utilize as they make decisions on the future of BroomeCounty’s assets.”

After the formation of the Task Force in March, the group of seven community members with expertise in real estate, law, business, health care, entertainment and building & facilities met regularly over five months to study the facilities and make recommendations to the County Executive and Legislature.

The Task Force toured each facility, met with Department Heads and Facility Managers and spoke with other industry experts before deliberating on each facility.

They issued a 128 page report available at that recommends the following:

Broome County Landfill: should continue to be operated by BroomeCounty.

Greater BinghamtonAirport: should continue to be operated by BroomeCounty.

Broome County Veterans Memorial Arena: should continue to be operated by BroomeCounty. The County should consider a professional management/booking agency for this venue.

Forum Theatre: should continue to be operated by BroomeCounty. The County should consider a professional management/booking agency for this venue.

Willow Point Nursing Home: in the long term the County should engage a consultant to help the County get out of the Nursing Home business. In the short-term the County should continue operating Willow Point, while making necessary upgrades along the way. The County should continue to study the feasibility of building a new nursing home, while working with the State on Medicaid reimbursements and the number of beds needed in BroomeCounty.

Now the CountyExecutive and Legislature will read and analyze the report, and then make decisions on how to move forward.
