Municipal leaders in Broome County, New York are currently working together to find ways of improving municipal services or saving money through shared services and intermunicipal cooperation. Latest Updates

  • Broome County awarded $50k NYS LGEC Grant to study police consolidation in April 2009.  The IACP (International Association of Chiefs of Police) report was finalized in October 2009.  Three meetings among local police agencies and municipal stake holders have taken place to develop the RFP for the study.
  • Broome awarded $500,000 Shared Municipal Service Incentive (SMSI) grant to join NYS Health Insurance Program (NYSHIP).  The next step is to negotiate NYSHIP into union contracts.  The County will continue to apply for additional SMSI grant opportunities. 
  • The Village of Endicott has saved over $306,000 since 2005 by entering into an Inter-municipal agreement with the County for labor relations and labor contract negotiations . The County gained nearly $51,000 in revenue from 2005-2009 from various entities.
  • Binghamton/Johnson City Waste Water Treatment Plant Labor relations savings for 2007-2009 has been $12,894.
  • The Village of Johnson City has recently contracted with the County to carry out labor relations as well and saved $2,945 in 2009.  The County encourages other municipalities to consider contracting for these services.
  • County now performs City of Binghamton tax collection.  The County no longer carries over an average of $1,000,000 in water and sewer bills, and realizes income from a 5% service charge for school delinquencies and 1% for city delinquencies.  This translated into $129,766 in net income for Broome County in 2009.
  • Shared fuel station at the BC highway garage for the Town of Chenango saving the town $500,000 in one time construction costs.  Town of Chenango continues to realize savings by not having to maintain fuel stations.
  • 9 local initiatives identified by the New York State Department of State's Local Government Efficiency and Competitiveness Commission [ learn more ]
